What is IFHP?
The Interim Federal Health Program (IFHP) is a government-funded initiative that provides temporary, limited healthcare coverage-including emergency dental care-to specific groups of people in Canada who are not eligible for provincial, territorial, or private health insurance.
The program is administered by Medavie Blue Cross and is designed to ensure that vulnerable newcomers have access to essential health services while they transition to other forms of coverage.
WHO'S ELIGIBLE?
Eligibility for IFHP dental coverage is primarily based on immigration status. The following groups may qualify:
Resettled refugees
Refugee claimants
Protected persons in Canada
Victims of human trafficking
Victims of domestic violence
Detainees
Most eligible individuals do not need to apply separately for IFHP; coverage begins automatically when the appropriate immigration documents are issued. Coverage continues until the individual becomes eligible for provincial or territorial health insurance, their claim is withdrawn or deemed ineligible, or other specific circumstances apply.
WHAT'S COVERED?
IFHP dental coverage is limited and focuses on emergency care. The program is not intended to provide ongoing or routine dental services. Covered services include:
Emergency dental examinations (limited to once every six months per dental office)
X-rays (with specific lifetime limits)
Relief of pain, infection, or trauma
Emergency extractions (simple and, with pre-approval, complicated extractions)
Fillings for severely affected teeth (with pre-authorization)
Denture repairs and relines (with strict lifetime limits)
Complete and partial dentures (with pre-authorization and lifetime limits)
General anesthesia (with age-related limits and pre-authorization)
