The Canadian Dental Care Plan (CDCP) is a federal government program designed to make dental care more accessible and affordable for Canadians who do not have private dental insurance and have a family net income below a specific threshold. The plan helps pay for a broad range of dental services, aiming to reduce financial barriers to oral health care and improve overall dental health outcomes across the country.
Managed by Sun Life Financial, the CDCP was developed to address gaps in coverage for millions of Canadians, especially those with low to moderate incomes, and is being rolled out in phases to different groups.
To qualify for the CDCP, individuals must meet all of the following criteria:
Be a Canadian resident for tax purposes.
Have filed a tax return in the previous year.
Have an adjusted annual family net income of less than $90,000.
Not have access to any private dental insurance, whether through an employer, pension, or individually purchased plan, including coverage through a family member.
Importantly, if you have access to dental benefits through a provincial, territorial, or federal government social program (such as Healthy Smiles Ontario or the Ontario Disability Support Program), you may still qualify for the CDCP if you meet all other criteria. However, if you decline dental coverage available through an employer or other eligible source, you are not eligible for the CDCP.
The CDCP covers a wide range of dental services to help maintain and restore oral health. Coverage includes:
Preventive and diagnostic services: Dental exams (routine, complete, specific, emergency), cleanings (scaling), fluoride applications, sealants, and X-rays. These services are designed to keep teeth and gums healthy and to detect problems early.
Basic restorative procedures: Fillings and crowns to treat cavities and restore damaged teeth.
Emergency dental services: Examinations, extractions, temporary restorations, pain management, and other urgent care needs.
Endodontic services: Root canal treatments to treat infections inside the tooth.
Prosthodontic services: Complete and partial removable dentures to replace missing teeth.
Periodontal services: Treatment for gum disease and other conditions affecting the gums and supporting structures of the teeth.
Oral surgery: Extractions and other necessary surgical procedures.
